Scott Russell is a Chief Policy Analyst with the Indiana University Center for Applied Cybersecurity Research (CACR) and the Deputy Director of Trusted CI, the NSF Cybersecurity Center of Excellence. A lawyer and researcher, Scott’s expertise ranges from privacy and cybersecurity to international law. He is the program lead for the Trusted CI Framework, a co-author of Security from First Principles: A Practical Guide to the Information Security Practice Principles, played a central role in building the PACT and Cybertrack assessment methodologies, and served as temporary faculty with Naval Surface Warfare Center Crane. He received his B.A. in Computer Science and History from the University of Virginia, received his J.D. from Indiana University, interned at MITRE, and served as a postdoctoral fellow at CACR.
